Steve, you are unfortunately right. It would be catastrophically naive for Obama to attempt such arms control stupidity at a time when Putin’s Russia is exercising alarming tendencies to militaristic imperialism and fascist dictatorship. America may not be perfect but at least you can predict her behaviour. As for communist China, unfortunately with primitive restrictions to civil liberties and again accelerated arms build up over there, particularly as it pertains to Taiwan; they have still a ways to go as far as civilization before they can be trusted to comport to democratic and civilized norms. They are coming along but only because America is the big dog. China would have long attacked Taiwan but for America’s power, which mostly works for good, even as it fails from time to time. Now china is warming up relations with Taiwan and may actually succeed soon in peacefully annexing Taiwan. America may not be perfect, but is mankind’s best hope for now for world order and this is due to her power militarily, culturally, politically and economically. Anything that undermines American power is a danger to world peace. If Russia were a peace loving friend of America, she would have no need to forge arms control treaties with America just like the British, Germans and Canadians do not have to sign arms treaties with America. For Putin, it is a ploy to weaken America, so he can invade more countries like he did Georgia. I generally support Obama but on this, we cannot disagree more. He is being dangerously dopie if not outright stupid. America is a force for good ultimately in this world. I cannot say that for Putin’s fascist and undemocratic Russia or China yet. Chinese are generally peace loving but with a communist dictatorship which is very slow in democratising they need time to become trustworthy.
